i'll make it short:

i record via audacity in mono and have a proper volume.
i record via audacity in stereo and have half that volume.

why is that ?

i wanna record in stereo.

Hmmm
Not 100% I understand why this is.
Have you tried adjusting the input levels so your waveform fits better in the window?

don't know exactly what you mean, but when i record in stereo, the second audio track is empty. guess there's something wrong. :D

You can increase the overall record volume here.
But that doesn't explain why changing to stereo would make it drop.
However, if the second track (or right) is empty... so perhaps your input is in mono only.
select the drop down for your input and see if there is an option to use the same input (usb codec or other etc) but stereo

Or it might be your mixer's output is set to mono maybe.

or I found this....
Right-click over the speaker icon by the system clock, then choose "Recording Devices". Right-click over the line-in then choose "Properties". Then click the "Advanced" tab. Look in "Default Format" and ensure it is a stereo choice.

ok, problem was my interface which only records in mono.
so i split the stereo track into two mono tracks and deleted the second (empty) one. copied the remaining track and pasted it into a new created mono track. clicked on "make stereo track" and got stereo.
