try https://www.fiverr.com/categories/graphics-design if you are not in the rush and have spare money to throw at people,
alternatively its quiet easy to do it yourself with ai such as stable diffusion (stablediffusionweb.com) or midjourney (midjourney.com) and a bit of photoshop as cover images mostly cannot be less then 1500x1500 pixels
