For me it sounds like amen break with some layers.. there is some good amen break packs on internet

but but but i got literally about 500 different amen patterns but i need that one. its obviously a sample because its used in so many tunes

sounds like the soul pride break to me, resampled with some tweeking on the adsr maybe.
