well i guess he meant IF you want to compress your master channel, then you should have to put the compressor on BEFORE mixing. and that definately is right.
 
There were a lot of bits in that article I tend to not agree on but then if you think about it, they're probably more putting across that there are no rules, and to trust your ears. I've changed my production approach a little now and run Ozone on the master thanks to tip 33. And it's not wrong to do because it sounds better to my ears. :)
