Sampling / Mixing Question

When cutting samples or mixing, the sample or track sometimes has unwanted noise in the background that either sounds horrible (sample) or doesn't blend in (when mixing)

Any way to get rid of this noise / sound? I was thinking that there must be a way to but I just don't know yet
 
in fl you have something called equo and parametric eq in the effects channel

use them to take out certain frequencies, cutting away the low ones will get rid of bassy rumbles etc, the highs hi ended noises like whistles etc

I'm saying look at the lists of programs, and if you look around you should find the software you want in about 5 minutes. I am too lazy to point out the exact one, but you may have a different operating system so do it yourself :P
