I would call it a dark roller... or yes, techstep, if by techstep you mean something hybride between phace and a big amount of reverb.
Definately NOT skullstep to me
also needs a better mixdown and some more prominent kicks and snares, and don't forget about the hi hats, these will give you the (almost) main groove.
