The delay in Easy Allstars - Any Dub you Like sounds like a liquid droping or something, a water drop or what?

I know this is in a decent amount of dub songs, it's not dnb but it could be used in jungle perhaps.

How do you make this effect?

My guess is somehow simulate a steamroom's reverb, a small curved room perhaps.
 
That particular reverb type that is used in many dub/reggae songs comes from a mechanical machine called a spring reverb. It's bascally a spring inside a box that receives the signal and as the signal goes through the spring, it resonates and delays the signal, giving it that weird watery feel.
