what does it mean?
More than anything else.
but the context this is known from - which is the third verse of our national anthem, was used quite excessively by the NSDAP, which is why its no not part of our anthem anymore (and banned), the lyrics basically say germany above all else.
so the real translation is 'above all else' and on top its a nazi phrase.
edit: oh and hes missing the ÜÜÜÜÜ
