    That's a kind of Soundforge 2013

    Note your original link is from 2011... http://www.sonycreativesoftware.com/spectralayerspro seems to be the main link.

    From the video in your original link it does look a lot like Iris. It does seem to have the ability actually draw frequencies, which I don't recall Iris having. The editing tools look to be a lot more powerful in general. Then again it's also more than twice the price.
