Basically It’s an Orthodox Jew – most likely a Cohen (or holy priest) who is forbidden from visiting or even flying over a cemetery – hence the bag.

Rabbi Yosef Shalom Eliashiv, the leader of the Lithuanian Haredi community in Israel, ruled that wrapping oneself in thick plastic bags while planes crossed over cemeteries is permissible.
