It's actually true. The R&D with vinyl is nonexistent compared to modern digital media. There could be ways to cheapen the process but since the audience is a minimal fracture of cd pressing audience, it's not affordable to create new ways of doing it. There have been a few "revolutions" to the press process but still the biggest one remains to be moving from clay as raw material to plastic about 50 years ago.

On the other hand, if vinyl presing cost were t.ex. a 1/10th of the cost today, it would just fatten the label owners purses i think. No effect on the end user.
