How to pause for effect

I'm working on this beat that has a 16 bar break (120 bpm). It comes back from the break pretty busy and I feel like it needs one more bar to let some silence hang.

So my question is this.
Do I let the break hang for 16 and start the beat on the one or 2 to make up for the timing?

My problem is that the beat starts back up with a break and it wouldnt make sense to start it on the 2 with the beat being on 1.

Clear as mud?

i would almost always stick to the 16 structure, i like to make my tracks dj friendly.

so i guess i'd have 15 bars of build up or whatever and then 1 bar of silence.

but it's up to you, do what you think sounds good
