How do they get this drum fill?

I've listened to this time of sweeping down drum fill on a lot of liquid drum and bass tracks. Someone told me it is just some filtering going on, but I can't seem to reproduce this sound as I want.

Is it snares or something else? I can't figure it out

Try something like that, it can be made out of snares, bongos, anything really, just eq it and tune it right, whilst hitting 16th notes ;) like this :

Anyway, thanks for the tip! I think it is something like that with a resonant highpass filter sweeping down, or something like that...

Is there any sample pack you recommend for this type of percussive sounds?

Can't listen right now bit can almost guarantee what you're looking for is out of the Danny Byrd sample pack.
 
think it really is from the danny byrd sample pack, fairly easy to make tho as sammy said.

and for the record, i like this effect every once in a while. its like kickrolls and break-fills - everything in moderation.
