Distribution is the key here.....
Get a demo out to all the distributors, send them a package, a full on, who you are, what you do, which artists you got lined up, a selection of tunes, basically give them a fat reason for them to want to ditsribute you.....
get ready to go to school or at least do your homework - people assume running a record label is all bout a&r ing - you gotta be prepared to handle accounts, payments, invoices, statements, deal with copyright issues, royalties, legalities, tax issues....list goes on....
