HELPP! MACKIE MR8 AND M AUDIO DELTA 44 PROBLEM!!

i have a pair of mackie mr8's and a m audio delta 44 soundcard. i get a slight hissing noise thru my speakers and when im on reason 4 i get popping and crackling with my bass . also when i click and drag the mouse the noise gets louder the same as scrolling up and down on web browser , i have tried a brand new pair of mackies and different pci socket fr the sound card... does anybody have anything i can try to sort the situation? all help much apreciated
 
when i have to confirm a install etc the noise goes wehn the box comes up ,wehn i export mp3 out of reason and listen to them on phone or something u can hear the hiss/hum noise.. i hear my computer loading thru my speakers pretty much to put it simple terms
