Type this into chrome address bar and then disable all extensions

only extension i have is adblock and even with it disabled they don't show up

On the forum click "Settings" up the top right. Then hit "General Settings" on the left.

Go to "Message Editor Interface" settings and it might be set to "Basic Editor - A simple text box".

Try choosing "Standard Editor - Extra formatting controls" or "Enhanced Interface - Full WYSIWYG Editing" and then "Save Changes".
