    ....i can get myself on any record label/distributor's mailing lists for promos and stuff?

    cant you subscribe to some labels from their site, i know full cycle do it

    Not n e more unfortunately mate. They had to stop. I think its because they changed distributors (They were with a house distributor but have now converted to Nu-Urban)
    I know for a FACT Twisted's label GRID do a subscription service. Also check Formation's website as they did do a subscription service but i'm not sure weather they still do or not.
    Its hard to come by exclusives when your not a big name. Alternatively like me, try and get a job in a record shop. (I have to order our DnB section in my shop so if i see any promos i want, i get an extra one for me)
    You also may get lucky days in the shop when big names come in and sell test presses.

    also about convincing them you can get their tunes good exposure if they give em to you, so maybe even a radio gig would add.
