I think this is an age old topic.

I still haven't found a way to pitch samples without affecting tempo & quality.

It depends on sampler/DAW. In Ableton Live with Warp turned on you can change pitch without affecting the tempo of audio clips. In Logic there is Time and Pitch Machine. In Kontakt there is I believe an option to do this as well.
 
If you use Transpose instead of just pitching, it doesnt effect the length at which the sample plays. (Transposing is the same as time-stretching btw)
 
There's no perfect way of doing that. At least not that I'm aware of. It would be mindlessly complicated to do.
 
Chop the break, play the break on a slower bpm and pitch the sections of the break a few semitones down to avoid a chopping effect, then pitch it up back to the desired bpm.
The final pitch always depends on the recorded bpm and the global pitch of the break sections.
 
I discovered (well, actually I already knew it, but I was lazy to try) that you can use Harmor (of course, for Fl Studio), and it's capability of resample to pitch things, without affecting the quality of the sample.
