Counterweight problem

I've just bought some 1210s with some Ortofon Concorde styli. For some reason the counterweight seems to be too heavy for the needles to stay properly. When I'm cueing I have to be stupidly light and with some of my records I can't cue them at all. The counterweight is as close to the middle of the tone arm as it can possibly go. I used my old numark styli before these and had to put 2 pennies on them to get the weight right. I am gonna have to do the same with these or am I just being incredibly stupid? This is really annoying me seeing as I've just spent hundreds of pounds on getting them!

Any help would be much appreciated!
 
Look at the back of the tonearm where the counterweight screws on. Is there an extra weight screwed into stub that holds the counterweight? Technics come with the extra weight for using certain super-heavy hifi carts, but it's not needed with DJ carts.
